Workplace Safety and Health Management System (WSHMS)

MOM – Workplace Safety & Health Management System Audit (WSHMS / SHMS)

The Workplace Safety and Health (Safety and Health Management System and Auditing) Regulations 2009 specifies the classes of workplaces that are required to implement Workplace Safety and Health Management System such as: -

ConSASS audit for Construction Worksites
With effective from 1 Aug 2011, all construction worksites with contract sum over S$30 million or more than are required to have their mandatory SHMS audits conducted based on the ConSASS audit checklist (previously CP79).

 From 1 Aug 2011, all construction worksites with contract sum of S$30 million or more are required
to have their mandatory SHMS audits conducted based on theaudit checklist.
2  Any factory engaged in the manufacturing of fluorine, chlorine, hydrogen fluoride, carbon monoxide
or synthetic polymers.
Any premises where the bulk storage of toxic or flammable liquid is carried on by way of trade or for
the purpose of gain and which has a storage capacity of 5,000 or more cubic metres.

Safety Management of Hazardous Substances (SMHS)

 
NEA - Safety Management of Hazardous Substances (SMHS) Audit
The Safe Management of Hazardous Substances (SMHS) Audit is a mandatory audit under NEA requirement that allows companies to systematically identify and rectify weaknesses in their management systems and practices of handling hazardous chemicals. 
The permit holders of hazardous substances under the SMHS audit scheme of NEA are required to conduct an own (in-house)/ 3 rd party Safe Management of Hazardous Substances (SMHS) Audit once every two years.

Risk Management/bizSAFE Level 3 audit (RM)

The bizSAFE Level 3 Audit is to assess organization’s compliance to Workplace Safety & Health Act, WSH (Risk Management) Regulations and bizSAFE Level 3 certification requirements.

Effective from September 2011, The Workplace Safety and Health (WSH) Act will cover all workplaces . Under this Act, employers must manage risks at work while employees must adhere to safe work practices. To find out more about bizSAFE, please see www.wshc.sg .

Risk Management Assistance Fund (RMAF)
Risk Management Assistance Fund (RMAF) was initiated in Jan 2011 to assist small and medium enterprises (SMEs) defray the cost of

• Engaging an Approved Risk Consultant (ARCs) to build in-house capabilities include consultancy services and assist SMEs in                    implementing risk management at their workplace
• Engaging RMAF Agent to process the RMAF application to WSHC
• Engaging MOM-approved WSH Auditor to audit their Risk Management Implementation

What CIS offers the three categories in the bizSAFE Awards
bizSAFE Partner Award
The bizSAFE Partner Award recognises bizSAFE Partners who have been proactive and committed in bringing SMEs onboard the bizSAFE programme by incorporating safety as part of their business model (e.g. having bizSAFE Level 3 as a criteria in procurement contracts).

bizSAFE Enterprise Exemplary Award
The bizSAFE Enterprise Exemplary Award recognises bizSAFE Enterprises that are on bizSAFE Level STAR and exudes commendable WSH performance. 
 
 
bizSAFE Enterprise Progressive Award
The bizSAFE Enterprise Progressive Award gives recognition to bizSAFE Enterprises for their dedication to the bizSAFE programme by progressing from bizSAFE Level 1 to Level 3 within 6 months, and established Risk Management within their organization.
